that portion of the connecting sewer which is laid across or over the existing cesspool or septic <br />tank, <br />(6) Connections at "Y" Only. Every connecting sewer shall be connected to the <br />Municipal sewer system at the "Y" designated for the property served by the connection, except <br />where otherwise expressly authorized by the Public Works Director. Where expressly <br />authorized by the Public Works Director, all connections made at points other than the <br />designated "Y" shall be made only under the direct supervision of the Public Works Director in <br />such manner as the Public Works Director may direct. <br />(7) Cesspools. If the cesspool or septic tank on a property is being abandoned and <br />the building is being connected to City sewer, the sewer installer shall be permitted to pump the <br />clear liquid content of septic tanks and cesspools into the lateral line in the street with a <br />centrifugal pump having a discharge line of 1 1/2 inches maximum diameter and he shall then <br />flush the stub connection clean with a garden hose for at least 15 minutes under the supervision <br />of the City Inspector. Sludge which cannot be removed in the above manner shall be pumped <br />into tank wagons and removed. <br />All cesspools and septic tanks of every kind and type of construction, the use of which <br />shall be discontinued, shall be pumped, holes punched through the bottom, and filled with sand <br />to prevent the possibility of future cave-in and to prevent future contamination of adjacent soil <br />and water. <br />(8) Tunneling. Tunneling for distances of not more than six feet is permissible in <br />yards, courts or driveways of any building site. When pipes are driven, the drive pipe shall be at <br />least one size larger than the pipe to be laid, <br />(9) Cover. The minimum cover over house connections shall be six (6) feet in order <br />to prevent freezing. Wherever possible the cover shall be maintained at seven (7) feet. Any <br />sewer pipe laid with less than six -feet of cover shall be insulated with a minimum of 2 -inches of <br />insulation per foot shallower than six feet. Insulation shall be a minimum of four -feet wide <br />unless an alternate width is approved by the City Inspector. <br />205.060. INDEPENDENT SYSTEMS. <br />(1) The drainage and plumbing system of each new building and of new work <br />installed in an existing building shall be separate from and independent of that of any other <br />building except where provided in (2) of this section, and every building shall have an <br />independent connection with a public sewer when such is available. <br />(2) Where one building stands to the rear of another building on an interior lot and <br />no private sewer is available or can be constructed to the rear building through an adjoining <br />alley, court, yard or driveway, the building drain from the front building may be extended to the <br />rear building and the whole will be considered as one building drain.
