Dear City Council Members,
I am writing this letter for two reasons. First, I am requesting that the council amend
the text of the tobacco ordinance, from allowing two Tobacco Store Licenses to
three. Second, in the alternative, to allow The Hookah Hideout to move back to the
other end of Thunder Bay Plaza and expand to accommodate a cigar section.
I am requesting the council to amend the language of the ordinance, which currently
allows two Tobacco Store Licenses, to allowing three Tobacco. Store License. I am
the current owner of The Hookah Hideout, Since I opened in 2011 1 have continued
to pursue adding a cigar portion to my current space. A continued request for cigars
from my customers has compelled me to move forward with the expansion of
adding cigars to my business. However, it is my opinion that a combination of the
two in the same space would not work well. Therefore, I am requesting an
amendment to the ordinance, allowing me to open a stand alone cigar shop at the
location of 43 Little Canada Rd E.
The cigar shop will focus primarily on cigars, There will be a retail space, walk-in
humidor, humidor lockers, and an area to sit and sample the cigars. The store would
be approximately 1600 square feet, There would be approximately 300-400 square
feet for the walk-in humidor. The retail space would be approximately 300-400
square feet, with the remaining space for the bathrooms, back room, sitting room,
and office space. The store would prospectively be open from 10 am to 8 pm.
In the alternative to amending the ordinance, I am requesting the council allow me
to move back to the other end of Thunder Bay Plaza, By moving back to the other
end I would be able to add the cigar portion to the existing space. If this were
approved I would then need more space. The extra space needed would be for the
cigar portion of the business. The primary reason for the need of the extra space is
to separate the two distinct businesses. Upon the alternative, no text change would
be needed, but the demand by the public would be met.
Thank you for your consideration, and please do not hesitate to contact me with any
questions or concerns.
Sincerely,
David Nelson
April 19, 2015
651-373-7896
Hamline University School of Law
Juris Doctor Expected 2017
