SPOONER <br />PARK <br />REFORES- <br />TATION & <br />CANADIAN <br />DAYS <br />PARKING <br />MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />APRIL 27, 2015 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 27th day of <br />April, 2015 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />ALSO PRESENT: City Administrator <br />Park & Rec. Hanson <br />Mr. Jim Morelan <br />Mr. Bill Sanders <br />Mr. Kong Vang <br />Ms. Sharon Darling <br />Ms. Linda Fahey <br />Mr. Tom Maida <br />Mr. Dave Miller <br />Ms. Patti Sullivan <br />Mr. Dean Hedlund <br />Mr. John Goswitz <br />Mr. Don Gagne <br />Ms. Kathy Glanzer <br />Mayor Keis reported that the purpose of this meeting is to review the <br />Spooner Park reforestation plan that was discussed at the last Parks & <br />Recreation meeting in relation to the parking concerns that exist during <br />the Canadian Days Celebration. <br />Bill Sanders, Parks Consultant, reviewed some diagrams which included <br />a 2013 parking layout that was prepared for the site and later modified by <br />the City Engineer resulting in additional parking spaces. He then <br />reviewed the reforestation plan describing the location of the wooded area <br />in the northwest corner of the park and pointed out that the reforestation is <br />proposed to occur in this area a minimum of 20 feet of the edge of the <br />woods. Sanders indicated that no reforestation will occur in the area <br />outside the woods that was cleared a few years ago to provide additional <br />parking for Canadian Days. Sanders reviewed another diagram showing <br />the area of Spooner Park utilized by Canadian Days as well as how <br />
