MINUTES
CITY COUNCIL
JULY 25, 2007
none of the tenants qualifying for outdoor storage. There was consensus
with the 40% occupancy requirement.
The Planner continued with his review of each point. For point 4,
Blesener noted that a major auto repair business would have to store
vehicles waiting for repair inside. The City Administrator indicated that
an alternative option might be to limit the number of auto repair licenses.
For point 6 the Code Enforcement Officer noted that other provisions of
the Code prohibit outdoor storage within ten feet of the side or rear yard.
She suggested that if the area is fence, outdoor storage be allowed up to
the fence. Allan asked if this would be an issue for the Fire Marshal The
City Planner replied that it would not. The Planner agreed with the Code
Enforcement Officer's recommendation.
In reviewing point 9, the Planner indicated that this was included in
response to the Sheriff's Department's concerns. He indicated that video
surveillance is not expensive. ICeis suggested that rather than requiring it,
the City suggest that businesses install this surveillance. McGraw
questioned how the City would regulate the quality of the camera system
to ensure that the surveillance system is effective. The consensus was to
eliminate this requirement.
Point 10 was discussed and it was agreed that "other material as approved
by the City Council" should remain an option given that some businesses
may have track equipment that would tear up pavement.
The Planner was not sure that point 13 was feasible, and indicated that he
would work on this wording.
Blesener suggested that point 16 be added requiring that outdoor storage
be aligned in an orderly fashion.
At this point in the workshop, the consensus was to continue to the
workshop meeting to September 26, 2007 beginning at 5:30 p.m.
The City Planner indicated that he would rework the proposed ordinance
amendment and bring it back for additional review. It was also noted that
the issue of concept reviews would be discussed at the September 26'x'
workshop continuation.
There being no further business, the workshop meeting was temporarily
adjourned at 7:25 p.m.
