Hanson <br />After fully considering all factors working against the completion of the 2015.Improvement <br />Projects (Centerville Road, Country Drive, and South Owasso Boulevard), staff is <br />recommending we postpone them until 2016. The primary areas of concern that lead us to <br />believe it would not be wise to proceed with the projects at this time are as follows: <br />• We are not getting the projects to market at an advantageous time. This will likely result <br />in higher project costs. The primary reason for the delays is associated with the <br />Centerville Road project and the approvals needed from Ramsey County and MnDot <br />associated with county state aid requirements. <br />• Construction of Centerville Road is problematic given it is unlikely we could make <br />substantial progress by Canadian Day's to facilitate the events in Spooner Park. <br />Obviously, we don't want the road tore up during the festival. If we wait until after <br />Canadian Days, we are leaving ourselves a less than ideal construction window in terms <br />of weather (drying days). Uwe wait until next year, we should be able to start <br />construction in late spring and have work substantially completed before the end of July. <br />• Xcel Energy could not commit to power pole relocation being done by a date certain. <br />They said it may be possible by September. Because power poles are on both sides of the <br />road, reconstruction of Centerville Road could not be completed until relocation occurs. <br />We do not want to inconvenience our residents and motorists any longer than necessary <br />with a project. We will try to get the poles relocated yet this year to eliminate that <br />obstacle from next year's project. <br />If the Council concurs with this recommendation, we will mail out a flyer to the impacted <br />property owners updating them on our plans and the proposed schedule. Note: we have one year <br />from the date we ordered the improvement (2/3/15) to enter in to a contract for the work. If we <br />exceed the one year period, we will need to hold improvement hearings for each project. <br />
