MINUTES <br />CITY COUNCIL <br />MAY 27, 2015 <br />representation on this committee in the past and asked that the Department <br />let the City know when the committee will begin meeting. The Council <br />can then take action to appoint a representative. <br />The next item discussed was that of Fire Department lock boxes. The <br />Administrator provided some history relative to a group that was stealing <br />keys from Fire Department lock boxes in the metro area and then using the <br />keys to break into buildings. It was noted that the lock boxes were <br />changed out on multi -family buildings and senior complexes. The Chief <br />reported that there are about 170 buildings in the City with lock boxes, and <br />it may not be necessary to have lock boxes on all these buildings. <br />The Administrator reported that the City purchased replacement lock <br />boxes and the Fire Marshal will work with the Fire Department on a <br />program to get the lock boxes replaced, where necessary. The Chief <br />reported that the Fire Department has put a locked box in each of the fire <br />trucks for keeping fire access keys as another security step. <br />Next discussed was the lighting of Fire Fighters Trail, with the City <br />Administrator indicating that the City's position is to not light trails as a <br />security measure. The Administrator reported that he contacted the <br />League of MN Cities Insurance Trust on this matter, but found they have <br />no specific recommendation relative to the lighting of trails. Morelan <br />noted that this was not a Fire Department initiative, but was brought up by <br />one of the individual fire fighters. <br />Morelan noted that the 2015 Fire Contract includes a clause that says the <br />Fire Department will donate half of their charitable gambling profits to the <br />City's Fire Truck Replacement Fund. Morelan indicated that this clause <br />has been in the contract for two or three years and was added to the <br />contract when the Department made the commitment to donate to half of <br />their gambling profits to the Fire Truck Replacement Fund. Morelan <br />indicated that the Department would like this taken out of the contract for <br />2016. He indicated that the Department intends to keep making this <br />donation, but would like to keep its options open in the event there is a <br />major expenditure needed. Morelan noted that ultimately something will <br />happen with 331 Little Canada Road. Morelan again noted that the <br />Department intends to stand by its commitment, but does not want to be <br />contractually obligated to it and would prefer that it remain a donation. <br />Montour stated that his position is that if the Fire Truck Replacement Fund <br />does not have adequate dollars to cover the cost of a new fire truck, the <br />City likely will not be able to make the purchase. Montour noted the <br />partnership that the City and Fire Department have. <br />Keis indicated that there will need to be more discussions on the issue of <br />removing this provision from the contract. <br />4 <br />
