MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2007 <br />Blesener stated that he would appreciate if Mr. Soby would determine <br />what happened with the Quam property and, if a trespass occurred, <br />apologize to Mr. Quam. <br />The City Administrator indicated that the County will confirm title as past <br />of the recording of the Final Plat. The Administrator indicated that based <br />on his review of County property records, Lauren Development owns the <br />property presented in the Preliminary Plat. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by McGraw, seconded by Allan, the public hearing was <br />closed. <br />Allan indicated that she agrees with the City Attorney that the proposed <br />cul-de-sac is a temporary cul-de-sac, therefore, would not be subject to the <br />500 foot limitation. Allan felt that the cul-de-sac will eventually connect <br />to Beam Avenue, although she did not think it would ever be extended to <br />Arcade Street. Allan stated that she would not vote in favor of the <br />Preliminary Plat, however, as this is an environmentally sensitive area and <br />she felt that the lots should be larger. <br />Keis agreed that the development should consist of larger lots, and felt that <br />the lot sizes proposed have a feeling of being squeezed into the area. Keis <br />stated that he had concerns with the impact on trees, and would not vote in <br />favor of the Preliminary Plat unless as many trees as possible could be <br />saved. Keis stated that he wanted to see clear cutting of trees kept to a <br />minimum. Keis felt that eventually the proposed cul-de-sac would be <br />extended into the adjacent properties. He felt that the City needed a <br />thoroughfare plan for this area to identify how the area will be developed. <br />He also indicated that he believed that the road stubs to the east and west <br />are needed. <br />Montour agreed with Keis, and noted that there are no assurances on tree <br />preservation. Montour stated that without the road stubs, especially to the <br />east, adjacent properties will be landlocked. Montour also expressed <br />concern about the three lots proposed in Maplewood, and pointed out that <br />Maplewood has not acted on this portion of the development. He stated <br />that he would like more assurances as to what the City of Maplewood is <br />going to do. <br />Blesener suggested that the City of Maplewood will not act on the portion <br />of the plat in their city until Little Canada acts. <br />16 <br />
