MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 2007 <br />The City Adminish•ator indicated that written findings of fact should be <br />drafted as the basis of denial of the Preliminary Plat. Allan noted that the <br />area is environmentally sensitive, should be carefully developed with less <br />density. Allan stated that she was not happy with the length of the cul-de- <br />sac, but agreed that a stub road to the east was necessary. Montour agreed <br />that the density was too high, and was concerned about what Maplewood <br />would do with the three lots proposed in their city. Montour felt the lot <br />sizes proposed were out-of-character for the area. Keis agreed with the <br />concerns about density and lot size, and added his concern for tree <br />preservation. He noted that cul-de-sac length is somewhat depending on <br />what Maplewood does with the three lots proposed in their city. <br />Blesener noted that his motion proposed that if Maplewood did not <br />approve the three lots proposed in that City, that the cul-de-sac would <br />have to be shortened to the point where the stub road is proposed to the <br />east. <br />The City Attorney recommended that further action be fabled until the <br />next meeting so that staff can put together written findings of fact on <br />which to base a denial. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-9-237 -RECONSIDERING THE <br />PRELIMINARY PLAT FOR RICHIE PLACE <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-9-238 -TABLING ACTION IN THE <br />PRELIMINARY PLAT FOR RICHIE PLACE UNTIL THE OCTOBER <br />10, 2007 REGULAR COUNCIL MEETING <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (3) Montour, Allan, Keis. <br />Nays (2) Blesener, McGraw. Resolution declared adopted. <br />RECESS At this point in the meeting, 10:00 p.m., Council took a short recess. The <br />meeting was reconvened at 10:10 p.m. <br />19 <br />
