MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2007 <br />RESOLUTION NO. 2007-12-332 - CALLINGA JOINT WORKSHOP <br />WITH THE CITY COUNCIL AND THE PLANNING COMMISSION <br />FOR THURSDAY, JANUARY I0, 2008 BEGINNING AT 5:00 P.M. TO <br />REVIEW R-1 PLATTING STANDARDS AND I-1 ZONING <br />STANDARDS <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />2008 The City Administrator reported that neighborhood meetings were held on <br />IMPROVE- three proposed 2008 Improvements, Condit Street, Thunder Bay Road, <br />MENTS and Lakeside Court. Given the low attendance for the Thunder Bay Road <br />and Lakeside Court neighborhood meetings, surveys were sent to the <br />impacted property owners to determine their interest in proceeding with <br />these street improvements. The Administrator reported that the survey <br />results showed little support for these improvements. He also noted that <br />staff is aware that a recent change in the City's assessment policy relative <br />to reconstructed urban streets is an issue of concern for the Thunder Bay <br />Road property owners. <br />The City Administrator explained the previous assessment formula called <br />for the assessment of 80% of the cost of reconstruction of an 8/3 urban <br />section street. However, given that the City caps the assessment rate, the <br />percentage assessed to benefiting property owners is significantly below <br />that 80% figure. The Administrator estimated it in the 30% to 40% range. <br />He noted that, as a resuh, the City's share of the cost of improvement <br />projects is up significantly. To date, the City had not applied this <br />provision of the assessment policy to any projects. <br />The Administrator noted that the policy change impacts the Thunder Bay <br />property owners as their project would be a reconstructed urban street. <br />The Lakeside Court and Condit Street projects would consist of <br />reconstruction of a rural street to an urban section. <br />The Administrator noted that in working on the assessment numbers for <br />these improvement projects, when the City Engineer applied the <br />assessment policy for a reconstructed urban sheet, property owners would <br />be assessed at 50% of the cap. The impact of that provision is that costs <br />would be assessed at under 20% of the cost. In order for a City to assess <br />under Statute 429, a minimum of 20% of project costs must be assessed. <br />The Administrator also noted that there would be an equity issue to other <br />taxpayers in the City who would be paying that portion of improvement <br />costs not being assessed. <br />13 <br />
