MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2007 <br />Walker felt it was inequitable that he will be assessed approximately <br />$8,000 for the street improvement versus $5,000 that other non-cul-de-sac <br />lots will see. <br />The City Administrator reported that the various formulas included in the <br />City's assessment policy have been upheld in court. <br />Compton Veramalley, Thunder Bay Road, indicated that he has been faced <br />with drainage problems, snow storage problems, and continually has his <br />fence damaged. He noted that he has the smallest frontage on the street, <br />and is being assessed at the third highest rate. The City Administrator <br />again noted the area calculation utilized for determining assessment level <br />on a cul-de-sac lot, as well as again pointed out that lots are subject to <br />minimum and maximum assessment amounts. <br />Veramalley noted that the City's assessment policy is just a policy and can <br />be changed. Allan indicated that the Council can take a look at the <br />assessment policy. She asked about Veramalley's fence. <br />Veramalley indicated that the fence has been damaged as a result of <br />snowplowing. He asked that snow storage on his cul-de-sac be changed <br />so that snow is pushed toward the larger open areas on the cul-de-sac. The <br />Administrator noted that snow storage on a cul-de-sac is difficult, but <br />stated that he would have the Public Works Department take a look at the <br />situation. <br />Blesener agreed with staff's recommendation that improvement hearings <br />should be called for 2008 Improvements as recommended. He again noted <br />that calling the hearing is not an indication that a decision has been made. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2007-12-333 -CALLING IMPROVEMENT <br />HEARINGS FOR WEDNESDAY, JANUARY 16, 2008, AT A TIME TO <br />BE DETERMINED BY THE CITY ADMINISTRATOR FOR <br />THUNDER BAYROAD RECONSTRUCTION, CONDIT STREET <br />ROAD RECONSTRUCTION, AND LAKESIDE COURT ROAD <br />RECONSTRUCTIONAND WATER MAIN IMPROVEMENT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0).
