MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2007 <br />INTERIM Mayor Blesener noted that an Interim Use Permit for the outdoor display <br />USE of recreational equipment was issued two years ago, with an expiration <br />PERMIT - date of December 31, 2007. City staff has reviewed this Interim Use <br />33 COUNTY Permit and indicated that there have been no complaints or problems with <br />ROAD B - the displays. Therefore, subject to compliance with the original conditions <br />JOE'S of the IUP, staff is recommending extension of the Permit for another two <br />SPORTING years. <br />GOODS <br /> McGraw noted that the maximum size of the display area is limited to 5% <br /> of the building size. Joe Rauscher, Joe's Sporting Goods, described the <br /> displays and indicated that the 5% limitation has worked. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-1 Z-319 -APPROVING THE EXTENSION <br />OF INTERIM USE PERMIT ALLOWING JOE'S SPORTING GOODS <br />OUTDOOR SEASONAL DISPLAYS OF RECREATIONAL <br />EQUIPMENT SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER AND PLANNING <br />COMMISSION, AND SUBJECT TO THE EXPIRATION OF THE <br />INTERIM USE PERMIT ON DECEMBER 31, 2009 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />TEXT Mayor Blesener opened the Public Hearing to consider the Text <br />AMENDMENT & Amendment to the Zoning Code allowing tattoo parlors by PUD <br />PUD PERMIT Permit in the Planned Unit Development (PUD) District as well as <br />FOR TATTOO a PUD Permit for a tattoo parlor to be operated from The Press Gym at <br />PARLOR - 2900 Rice Street. The City Planner and the Planning Commission have <br />2900 RICE STR. - recommended approval subject to conditions. <br />THE PRESS GYM <br />The City Planner reviewed the proposed ordinance which would establish <br />tattoo parlors as an allowed use by PUD Permit in the PUD District, as <br />well as amendment the Municipal Code to provide for the licensing of <br />tattoo parlors. The Planner noted that tattoo parlors would be specific to <br />the PUD Dishict, and now allowed in any other zoning district. He also <br />noted that, as recommended by the Planning Commission, the Code would <br />limit the City to one license for a tattoo parlor business. The Planner <br />proceeded to review the licensing requirements outlined in the proposed <br />ordinance. <br />
