MINUTES <br />CITY COUNCIL <br />MAY 23, 2007 <br />Blesener stated that the City is not sure it is comfortable with a list <br />developed from the review of the telephone book. Johansen indicated that <br />the phone book was just utilized as a tool to review the potential uses that <br />might be appropriate. He noted that this list was whittled down to about <br />20 potential uses that would be compatible with Hom Furniture. <br />Allan asked if tenant review and approval could be a function of City staff <br />rather than having to go through the City Council for approval. The City <br />Planner felt that the addition of the clause "Retail Sales of Home <br />Improvement Goods and Services" would accomplish that. Any uses <br />outside of that classification could be presented to the Council for review. <br />Johansen suggested that the Council review the list Hom submitted and <br />strike any uses that might be considered objectionable. Montour <br />expressed concern with an auto parts store. Allan suggested that a specific <br />use might be acceptable, but the user itself might be high volume/high <br />traffic. Therefore, Allan felt that the use in combination with the user <br />would be factors that would have to be considered. <br />Johansen again pointed out the situation that Hom Furniture was in <br />Plymouth where it sat with the store vacant for two years because uses <br />were so tightly restricted. Johansen noted that the former Levitz building <br />is larger and has poorer access. Therefore, heavily restricted uses would <br />be a problem that would prevent Hom Fm•iture from purchasing the <br />property. Johansen asked that the City give Hom some room to work <br />within. <br />Blesener noted that the proposed Text Amendment would apply to all <br />B-W Districts; therefore, the Council must be careful about expanding the <br />allowable uses in the District given impacts to other properties zoned <br />B-W. Johansen asked if the allowable uses could be made site specific to <br />the former Levitz property. The City Planner replied that rezoning the <br />property to PUD would allow for site specific uses. The City <br />Administrator pointed out that the PUD zoning would provide more <br />flexibility without opening up additional uses to the B-W District. <br />However, there would still be basic standards relative to parking, signage, <br />etc. <br />Keis indicated that as he reviews Hom's list of uses, there are certain ones <br />that are of concern. Keis pointed out the motorized sports use and asked <br />what that means. He also expressed concern that some of these uses may <br />generate outdoor storage or display. With regard to the satellite dish use, <br />Keis expressed concern about a fleet of trucks taking up parking. <br />Johansen indicated that the B-W District would allow some of this under <br />its current standards. Johansen stated that Hom would like more <br />
