MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 14, 2007 <br />Pursuant to due call and notice of a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 14th day of November, <br />2007 in the Council Chambers of the City Center located at 515 Little <br />Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Barb Allan <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Finance Director Ms. Shelly Rueckert <br />Cable TV Producer Ms. Vanessa Van Alstine <br />City Clerk Ms. Kathy Glanzer <br />2008 BUDGET The purpose of this evening's workshop meeting is to review the proposed <br />2008 Budget. The Finance Director indicated that the Budget components <br />to be reviewed include the Capital Improvement Budget, some General <br />Fund items including employee salaries and Post Employment Health <br />Savings Account, and the Sheriffls Contract. <br />The City Administrator stated that the preliminary 2008 Net Levy increase <br />was set at 4% which results in a Gross Levy increase of 6.03%. The <br />Administrator noted that taxpayers will see a 4% property tax increase on <br />a median valued home. However, he noted that for comparison purposes <br />with other cities, the 6.03% Gross Levy increase will be used. <br />The Administrator submitted to the Council a proposed 2008 Salary <br />Schedule for the various City positions, noting that salary increases are <br />essentially at 3%. A few positions will see slightly higher increases based <br />on the salary scale comparisons that the City does with Ramsey County <br />cities for non-exempt positions and cities with populations 4,300 above <br />and below Little Canada for exempt positions. These salary comparisons <br />are done to ensure that the City's salary scale is competitive with the <br />market place. The Administrator noted that while the City compares with <br />
