Resolution declared adopted. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2007-10-263 -ADOPTING THE ASSESSMENT <br />ROLL FOR IMPROVEMENT NO. 2007-01, VIKING DRIVE, AS <br />RECOMMENDED BY THE CITY ENGINEER <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />UNPAID Mayor Blesener opened the Public Hearing to consider the assessment <br />DEVELOPERS of unpaid development costs for The Preserve. <br />COSTS - <br />THE The City Administrator noted that there are approximately $29,000 in <br />PRESERVE unpaid development costs for this project. As part of the Settlement <br />Agreement that the City has with Dayspring Development, the City has <br />agreed to assess these costs against the undeveloped lots and then defer the <br />assessment. The assessment balances will accrue interest at 6% and will <br />be paid as each lot is sold. <br />There are no written objections to this assessment. <br />There was no one present wishing to comment on this matter. <br />Upon motion by Keis, seconded by Allan, the public hearing was closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />
