impacts on adjoining properties. To aid in your consideration of this statement, a median in front
of commercial properties needs to be a minimum of 60 feet in length on each side of the tracks.
A median abutting residential properties needs to be a minimum of 100 feet in length on both
sides of the tracks. Because of those factors, County Road B2 became the best choice in terms of
manageable impact to adjoining property owners. (Note: County Road B was the other option,
but the required 100 foot median on the east side of tracks would have cut off a residential
driveway.)
If you look at Attachment 42, you can see that we would add a 100 foot median on the west side
of the tracks that cross County Road B2 and a 60 foot median on the east side. The west median
does not impact any properties. The east median had a minor impact on turning movements to
the property owned by the Indian Land Tenure Foundation. However, the City Engineer feels
they are reasonable given the nature of traffic accessing that building.
If we add the four gated crossing at Woodlyn and medians to County Road B2, the estimated
cost of the project drops to $1,406,566. Our out-of-pocket costs reduce to $126,566. Another
advantage of this approach is should future ratings require additional median installation to
maintain Quiet Zone ratings, we can add those at that time. Given we are already exceeding the
bonding money allocated by the legislature; those costs would be ours regardless of timing.
Staff is looking for ratification of our recommendation to install four -gated signals at
Woodlyn and medians on County Road B2.
cc: Dave McKenzie, SEH
Michael Thompson, Maplewood City Engineer
