NORTHWEST ASSOCIATED CONSULTANTS, INC.
4800 Olson Memorial Highway, 8u4te 202, Golden Valley, MN 55422
Telephone; 763.231 .2565 Facsimile: 763,231.2661 planners@neeplanning.com
MEMORANDUM
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: May 8, 2015
RE: Little Canada — Hearth Development Senior Housing —
Final PUD and Final Plat
FILE NO: 758.09 — 15.03
Background and Analysis
Hearth Development has submitted a request for final approvals for a Planned Unit
Development permit to develop property at the southeast corner of Rice Street and
Country Drive for a 120 unit senior housing facility. The project would include
independent senior, assisted living, and memory care units. The site surrounds (but
does not include) the existing Taco Johns property, and the proposed plat also shows a
reservation of property surrounding the Taco Johns reserved in an outlot.
Preliminary Review Summary
The project received preliminary plat and PUD review at the April 9th Planning
Commission and April 22nd City Council meetings. The primary discussion at those
meetings related to architecture and how the building would fit on the site. The
applicants suggested that they would be revising the architecture for the final review,
and City Council Council approved the Preliminary Plat and Development Stage PUD
subject to the comments from staff. Planning staff comments included the following
conditions, each with a discussion of the status for the current final approval request:
1. Compliance with the terms and requirements of the City Engineer's report and
recommendations.
The City Engineer is submitting a separate report on engineering issues.
