MINUTES <br />CITY COUNCIL <br />OCTOBER 10, 2007 <br />Neis asked about surrounding residents. The Director noted the residential <br />properties in the area. He reported that a neighborhood meeting would be <br />held with the surrounding area to review the proposed skateboard park. <br />Keis asked if helmets and safety equipment would be required. The <br />Director indicated that signage would be posted encouraging helmets and <br />other safety equipment. However, the area will be unsupervised. <br />McGraw felt that the biggest problem will be the neighborhood reaction to <br />a skateboard park. Blesener noted that a skateboard park will get <br />skateboarders off private property and into a designated skateboarding <br />area. Montour asked about partnering with the School District for a <br />skateboard park at the hockey rink property on Demont. The Director felt <br />that the majority of the users would come from the east side of the <br />freeway, and noted that the hockey rink near the Old Fire Station has <br />better visibility than the one on Demont Street. <br />It was again noted that the Parks & Recreation Commission would have a <br />neighborhood meeting about the skateboard park. <br />Blesener asked about the impact on the City's insurance costs. The City <br />Administrator reported that the League of Minnesota Cities put out some <br />guidelines relative to skateboard parks. He did not believe the park as <br />proposed would increase the City's insurance costs. <br />Davis asked if there could be too many kids utilizing the equipment at one <br />time, and expressed concern about the drawn from other communities. <br />Bach reported that too many users on the equipment, slows the <br />skateboarders down. However, there could easily be 20 kids using a piece <br />of equipment at the same time. Blesener noted that there is a $5 entry fee <br />to the skateboard park at the Roseville Oval. He pointed out that there <br />would be no charge at the Little Canada facility. The Director felt that the <br />facility will police itself to some degree, as too many users on a piece of <br />equipment will make it hard to use. Also, if there is not enough room at <br />the skateboard park, users will go to another facility. Bach pointed out <br />that these kids have some mobility and will be able to access other <br />skateboard parks. <br />Blesener asked the timeframe for construction. The Director hoped that <br />the concrete would be poured in the spring and the equipment installed <br />mid-summer. <br />4 <br />
