Unattended Carson. the Property E3elonging to Other People <br />Another past concern of the City of Little Canada is that up to 15 cars on the property, which <br />belong to other individuals, are not titled to Valor and Valor has no authority to address the <br />issues caused by these vehicles. Valor is in the process of taking legal steps to remove any <br />abandoned vehicles. Additionally, Valor's policy from this point forward will be to permit only <br />those individuals, who sign the appropriate legal documentation which gives Valor legal redress <br />in the event the car is on site longer than 1 week or abandoned, to park or work on their vehicle <br />on Valor's property. Valor's attorney is currently drafting the template contracts for <br />implementation. These template contracts are available upon request. <br />Build-Up of Debris on Property. <br />Valor is implementing a monthly schedule for the pick-up ofjunk materials. <br />Drainage Problems. <br />Please refer to the site plan. Valor is proposing that that area most susceptible to drainage issues <br />be set aside as the proof of parking area. Valor will be working with Ramsey County to <br />determine the appropriate vegetation to use in this area considering the wetness, soil conditions <br />and the underlying fly ash that is present. This proposal will also alleviate the extreme <br />muddiness at the back of the site and eliminate the potential to store excess automobiles. The <br />border proposed between the storage lot area and the proof of parking area is actually a barrier <br />created by landscaping/retaining bricks with a drain the piping with drain field rocks to assist in <br />the drainage of water to the proof of parking area and away from the outdoor storage area. This <br />barrier serves two purposes, first it protects the vegetation planted in the proof of parking area <br />from people inadvertently driving over the seedlings, and second, it decreases the functional, <br />usable size of the property to discourage Valor's past tendency to store more cars than permitted <br />under the CUP. Valor may also provide for a ponding area iu the proof of parking area if <br />necessary after the initial grading is completed. <br />Parking Requirements. <br />Valor is proposing proof of parking be implemented at this site. Valor estimates that only 5 <br />customer parking stalls are needed because of the nature of his business. Most of the For Sale <br />vehicles are advertised in the paper and are shown by appointment only and the business is not <br />generally open to the public for public viewing of the For Saie cars as is the case at a used Car <br />sales lot. <br />Valor estimates that only 8 employee parking stalls are needed because of the nature of his <br />business. Valor typically employees an average of 2-3 employees at any given time with NJl~. <br />Sedaghat being the primary employee of the business. <br />The parking within the site is self contained and the site plan allows parking stalls for 30 For <br />Sale cars, storage area sufficient for 20 Repairables, S customer parking stalls and 8 employee <br />parking stalls. All parking shall be as designated on the site plan and not on the boulevards. <br />
