The property is 1.85 acres in size and is zoned <br />I-1, Light Industrial. Approvals requested to accommodate the use include a <br />Conditional Use Permit for retail auto sales, a Conditional Use Permit for outdoor <br />storage, and a text amendment to increase the number of motor vehicle sales lot <br />licenses allowed in the City. <br />The applicant previously held a CUP for outdoor storage and retail auto sales on the <br />site. However, this CUP was revoked on September 27, 2006 due compliance issues. <br />The City's code enforcement staff is preparing a companion report providing additional <br />background on previous compliance issues. The applicant is now re-applying for the <br />necessary permits to allow the use to be re-established on site. <br />ANALYSIS <br />The subject site has been a concern of the City for some time. As stated above, a <br />Conditional Use Permit for the site was revoked in September 2006 due to numerous <br />complaints and lack of compliance with the conditions of the CUP. Specific concerns <br />related to the use included an excessive number of "repairable" vehicles (the originally <br />CUP allowed 20 on the property at one time), junk materials and debris in the outdoor <br />storage area, and general maintenance concerns. The applicant has made an attempt <br />to improve the conditions of the property, and is once again applying for the necessary <br />permits to allow retail auto sales and outdoor storage. <br />
