10/10/06 I~he Ramsey County Sheriff's Department is called to Snyder's Drug Store on <br />Rice Street for an abandoned vehicle for sale in the parking lot. This vehicle is <br />owned by Valor Enterprises and is authorized to be towed by Snyders. Citation <br />issued by the Sheriffs Deparment. <br />10/10/06 The Ramsey County Sheriffs Department is called to Petro Market on a <br />abandoned vehicle for sale on the property. The vehicle is registered to Valor <br />Enterprises and was authorized to be tow by shopping center. Citation isszAed by <br />the Sheriffs Deparment. <br />10/11/06 Mr. Sedaghat comes to the City Council meeting to ask the Council to reconsider <br />their motion and allow additional time. The Council does not grant any additional <br />time and states the licenses have been denied for Valor Enterprises and the CUP is <br />revoked for the property at 3165-3167 Spruce Street. <br />10/27/06 Diana Longrie, Attorney, representing Valor Enterprises, calls to request a <br />meeting with city staff to discuss working out au exit strategy that is acceptable to <br />the City of Little Canada or alternately some other amenable solution that works <br />out well for the City. <br />11/8/06 Meeting with Ms. Longrie, Mr. Sedaghat, and city staff to discuss Valor <br />Enterprises. Ms. Longrie expressed that Valor Enteprise's intention is to reapply <br />for a CUP, auto repair license, and a retail sales license. Ms. Longrie indicated <br />that Valor Enterprise is in the process of developing a formal business plan for <br />how the business will operate in the future. Staff reviewed the ordinance text <br />amendment that would be needed to grant approval for an outdoor auto retail <br />license to Valor Enterprise. The curbing, screening, permitted uses in I-1 zoning <br />district and setbacks requirements were all reviewed during this meeting. A <br />meeting was set with the City Planner on November 20 to further discuss the CUP <br />application. <br />11/20/06 Meeting with Ms. Longrie, Mr. Sedaghat, and city staff. Ms. Longrie updated <br />staff on the progress she believes Mr. Sedaghat is making to clean up the site. <br />Mr. Hanson, City Administrator, reminded Ms. Longrie that the deadline for <br />applying for the CUP and Text Amendment is November 27. If Valor Enterprises <br />does not make application by that date, city staff will issue citations for violations <br />present on the site. Discussion about the status of the property and how the <br />paperwork should be submitted were all discussed. Mr. Hanson noted that it is <br />doubtful a new application will be approved given past problems, but we cannot <br />stop them from reapplying. <br />11/27/06 Mr. Sedaghat stops into city offices about 8:30 a.m. to arrange for an inspection <br />time this afternoon to review status of property. Mr. Hanson was not available <br />and would call Mr. Sedaghat this afternoon to arrange a time. <br />11/27/06 Voicemail message left for Jessica Jagoe, Code Enforcement Officer, from Diana <br />Longrie indicating the site is not down to 50 cars and that they have decided to <br />not apply for the CUP and Text Amendment at this time given the number of cars <br />that still remain on site. They will continue to work on their clean up efforts and <br />try to apply in January. <br />11/27/06 NIr. Hanson calls Mr. Sedaghat to arrange for an inspection time this afternoon. <br />NIr. Sedaghat asks if we received the voicemail from his attorney, 1vlr. Hanson <br />indicated yes. Mr. Sedaghat says at this time the site is not ready f'or an <br />inspection and site is not in compliance. Mr. Sedaghat says that at this time he is <br />not authorizing permission for city staff to enter onto his property for an <br />inspection. <br />
