Enforcement Officer noticed that Ms. Longrie has signed all the documents and <br />that the cost agreement was not submitted. Staff indicated to Ms. Longrie that she <br />is not the property owner and cannot sign the cost agreement and Mr. SedaghaYs <br />signature will be needed on all the paperwork and the cost agreement needs to be <br />completed before the applications can be processed. She indicates Mr. Sedaghat <br />will be into city offices around 8:00 a.m. or early Wednesday morning to sign and <br />complete. Staff told her the paperwork would be accepted if he was into sign the <br />next morning. <br />12/27/06 City Staff is notified that Valor Enterprises is storing 8 cars at the Sinclair gas <br />station and 2 cars at the Citgo gas station. The property owner has given Mr. <br />Sedaghat 24 hours to remove the cars before towing. The property owner <br />indicates the cars started showing up before Clu•istmas, roughly December 20`". <br />Permission had been grant fora short duration. <br />12/28/06 Paperwork was mailed back to Valor Enterprises with rejection letter based on <br />incomplete submittal given Mr. Sedaghat did not show up to sign paperwork on <br />the 27". <br />12/28/06 City Staff finds 3 previous cars from Sinclair have moved to another property in <br />the Industrial Park without their permission. Christian Life Ministries on <br />Lakeshore and Little Canada Road had 2 of the cars from Sinclair moved to their <br />property without permission. Wonderful Muffle Man on Rice Street had 2 cars <br />show up on their property overnight without permission. All of these cars are <br />owned by Valor Enterprises. City staff was notified that Mr. Sedaghat stores cars <br />during the week at the Car Mart property in Vadnais Heights. City staff conducts <br />and inspection and determines that Mr. Sedaghat has at least 5 cars for sale at this <br />location. Citations were issa~ed to Mr. Sedaghat by the Sheriff's Department for <br />parking of unlicensed and inoperable vehicles. Some of the cars were authorized <br />to be towed by the property owners. <br />12/29/06 Mr. Sedaghat comes into city offices to sign paperwork and submit application for <br />January cycle. Mr. Sedaghat indicated that his attorney never relayed the message <br />to him and he was unaware it was not complete. He authorized his attorney to <br />sign. City staff explained no evidence of power of attorney was presented. Mr. <br />Sedaghat signs paperwork and it will be processed for January meetings. Mr. <br />Sedaghat discusses with staff why are his cars being towed. I-Ie indicates he is <br />trying to get the cars to auto repair locations to be repaired. Mr. Hanson questions <br />how Sinclair, Citgo, Christian Life Ministries are doing any work on his cars. He <br />indicated without head lights he cannot drive the cars at night so he moves them <br />as far as he can each day. He was trying to move the cars from Sinclair to Car X, <br />but it got dark. Mr. Hanson states that he had at least three days to move cars if <br />headlights were the problem. ivfr. Hanson indicated that Valor Enterprises has <br />told staff they at•e no Longer moving cars around, but the cars are just moving two <br />buildings down. Plus, we are finding them at other locations. Mr. Sedaghat <br />indicates he is trying to get the cars fixed. <br />1/8/07 Administrative Search Warrant executed for zoning and fire code violations. <br />1/10/07 Diana Longerie requests that the review of Valor Enterprises CUP applications, <br />text amendment, and auto licenses renewal be tabled and reviewed in the <br />February meeting cycle. <br />1/10/07 City Clerk faxes, emails, and mails a letter back to Ms. Longrie indicating a 60 <br />Day Ruie Waiver will have to be signed in order to table matter. If not, the <br />applications will remain as scheduled. <br />1/11/07 Property owner consents to the 60 day waiver. <br />
