("Valor") has been operating since 1999 in the City of Little Canada at
3161, 3165, 3167 Spruce Street in [he Ryan Industrial Park. Conditional Use Permits ("CUP")
for the business were issued in 1999 for open and rnltdoor storage and in 2000 for retail auto
sales. Both of these CUP approvals were subject to conditions related to limitations on the
number of vehicles, paving, parking, and landscaping. Valor was also issued auto repair and auto
sales licenses by the City of Little Canada. On September 27, 2006, the City Council of the City
of Little Canada revoked the Conditional Use Permits for the open and outdoor storage and for
the retail auto sales. Additionally, on September 27, 2006, the City Council of the City of Little
Canada. revoked the auto repair and auto sales licenses issued to Valor.
Fred Sedaghat, the sole owner and operator of Valor, has critically reviewed the condition of his
property and has aggressively taken action to show his good faith efforts to the Little Canada
City Council. NIr. Sedaghat is current on his payments to purchase the property and this business
is his sole means of supporting his family. This business plan is designed to address the many
issues that have occurred over the years and to establish operation perimeters constant with best
business practices in the auto retail' and used auto sale industry.
There are currently 20 "Repairables" on the property and 30 "For Sale" cars on the property. A
Repairable is a car typically purchased from local wholesale auctions. These Repairables have
often been in an auto accident and require auto body repair of some sort. Once the car is repaired,
it then becomes a For Sale car and is placed out in the front lot for resale by appointment or sold
to dealers through local wholesale auctions. The original CIJI's allowed 20 .Repairables on the
property and 30 For Sale cars on the property.
Temnorarv Removal of Cars from the Pronerty
Since October 2006, Valor has been cleaning up the site, removing debris and extracting
inGpera'iJlc CnrS ~'Giii the prvpcrty. It is Mr. Sedaghat's suggestion that he be placed on a probationary period when the
Ct1P approvals are granted to allow the City an opportmiity to review his ability to stay on plan.
_. _
.t Is SL~~~P,SlGd'iiai °ViCwS OC iiiE GlliSldZ 5tGr age and SalcS area GCCiir eVGry 6v iiayS i01' a UnZ
year probationary period.
