• ~yideo display sign: A sign or portion of a sign that changes its message or <br />background in a manner or method of display characterized by motion or <br />pictorial images/, which may or may not include text and depicts action or a <br />special effect to imitate movement, the presentation of pictorials or graphics <br />displayed in a progression of frames which give the illusion of motion, <br />including, but not limited to the illusion of moving objects, moving patterns or <br />bands of light, or expanding or contracting shapes, not including electronic <br />changeable copy signs. Video display signs include images or messages <br />with these characteristics projected ontc buildings or ether objects. <br />11. Prohibited Signs. The City of Lakeville and Bloomington also incorporated <br />types of electronic signs in their Prohibited Sign portion of their Ordinances. <br />The City of Bloomington established in their ordinance updates that certain signs <br />were to be prohibited in all zoning districts, such as: flashing and shimmering <br />signs. However, Bloomington chose to allow some electronic signs to be allowed <br />in some districts, while prohibited them in others. For example, video display <br />signs, electronic graphic display signs, and multi-vision signs are all prohibited in <br />the Residential, Conservation, and Bluff Overlay Districts. Electronic changeable <br />copy signs are prohibited in the Conservation and Bluff Overlay Districts. In <br />addition, signs with fluctuating illumination are prohibited in all districts. <br />On the other hand, the City of Lakeville chose to be stricter in its prohibition of <br />certain signs. They have listed the following as prohibited: electronic graphic <br />display signs, flashing signs, multi-vision signs, rotating signs, shimmering signs, <br />and video display signs. Electronic changeable copy signs are also listed as <br />prohibited, except those allowed by Section 11-23.15.0 or with an approved sign <br />permit issued prior to February 5, 2007. Section 11-23.15.0 addresses signs for <br />motor fuel facilities identifying current fuel prices. <br />III. General Provisions/Standards. The City of Bloomington and the City of <br />Plymouth also chose to establish various standards and general provisions for <br />specific electronic signs in their Sign Ordinance updates. <br />Bloomington established a list of operational standards for any electronic display <br />billboards; electronic changeable copy signs; video display signs; electronic <br />graphic display signs; and multi-vision signs. The following standards applied to <br />each of the above-mentioned signs, unless otherwise indicated in parenthesis: <br />• Location <br />• District limitations <br />• Setbacks from residential property <br />• Setbacks from other electronic changeable copy, electronic graphic <br />displa~,r or Video display signs <br />• Orientation (All except electronic display billboard) <br />• Duration (All except video display sign) <br />• Color (electronic changeable copy sign) <br />3 <br />
