MINUTES <br />PLANNING COMMISSION <br />MARCH 8, 2007 <br />Pechmann noted that a license fee may cause businesses to evaluate their <br />real need for outdoor storage. Duray stated that he liked the license fee <br />suggestion, but felt that security monitoring would be expensive. <br />The Planner stated that he would contact the Sheriff's Department relative <br />to the issue of security and the screening of outdoor storage. The Planner <br />suggested that if Commissioners have additional questions or need <br />information not discussed this evening, to contact him prior to the workshop <br />meeting so that he can have that information available that evening. <br />DIGITAL The City Planner indicated that there are a number of communities in <br />BILLBOARDS litigation with a couple of billboard companies relative to electronic <br />billboards. With regard to the City of Minnetonka, the court just ordered <br />the city to restore power to the billboards, provided that the signage is not <br />flashing, until the court issue is resolved. The Planner indicated that the <br />League of Minnesota Cities was considering drafting a model ordinance, <br />and other cities are drafting individual regulations. Therefore, the Planner <br />hoped that within 4 to 6 weeks he would have some options for the <br />Commission to consider. <br />The Planner indicated that while cities may not be able to outlaw the <br />technology, they may be able to regulate how often sign changes occur. <br />Knudsen felt that this technology will not go away; pointing out that it is <br />low cost and have a large impact. <br />The City Planner indicated that he will bring this issue back to the <br />Commission in April or May. <br />COMPRE- The City Planner reviewed his report dated March 5, 2007 relative to <br />HENSIVE comprehensive sign plan amendments for multi-tenant commercial <br />SIGN PLAN buildings. He noted that the Code requires a CUP for a comprehensive sign <br />plan, and each time signage is changed, the CUP must be amended. The <br />Planner suggested that an administrative review and approval process be put <br />in place for multi-tenant commercial buildings to simplify the process when <br />building tenants change. He noted a recent comprehensive sign plan <br />amendment for the Market Place Shopping Center as an example. <br />The Planner indicated that if acceptable to the Commission, he would <br />include this proposed amendment as part of the City's update to the Zoning <br />Code. <br />-7- <br />
