RECOMMENDATION: <br />Staff recommends that the City's ordinance on fences be updated to include language <br />specific to property adjacent to the railroad. The language should include: <br />1. A fence of this nature is allowed by conditional use permit only. <br />2. A specific height requirement for rear yards that adjoin railroad tracks so <br />these types of fences might be consistent. <br />3. A list of acceptable building materials so all fences will match ascetically. An <br />applicant should also be required to receive a building permit, including <br />adequate footings to ensure quality construction, adequate wind loads, and <br />minimize potential for leaning or deterioration. <br />4. Landscaping in front of the fence should be considered in order to break up <br />the look of a large fence or wall that might be visible to immediate neighbors. <br />
