This would be the third phase of his services. The first phase was the preliminary <br />evaluation. The second phase involved the preliminary design and rating analysis. Ideally, the <br />second phase would have completed the project, but due to the extensive negotiations with <br />MnDot on the bond agreement and our agreement with CP Rail, additional services are needed to <br />bring this project to its conclusion. (It should be noted that Lee Elfering will be handling the <br />median work required as part of this project.) <br />Mr. McKenzie is proposing an additional budget for the remaining work of $9,500 that will be <br />billed on an hourly basis. In staffs opinion, Mr. McKenzie's proposal is warranted for the <br />reasons noted above and we would recommend approval of this revision. <br />cc: Dave McKenzie <br />
