The Solicitation. <br />Ordinance is enforcedto protect our residents from potential fraud and crime, as well as unlawful. <br />activities. This Ordinance ensures that our residents are safe by requiring a certificate of <br />registration to sell, take orders, or elicit funds. <br />The proposed changes expand the definitions covered under the ordinance, exempt non-profit <br />solicitors from the registration fee, exempt certain activities like established delivery routes, <br />require valid insurance on vehicles in which vending occurs, provide grounds to deny a <br />certificate of registration, allow residents to exclude their home from solicitation by a sign, deny <br />the solicitation of fnds, determine a registration period, and include a severability clause. <br />The changes reflect the League of Minnesota Cities model ordinance and the cities of Roseville, <br />Shoreview, Maplewood, Vadnais Heights, and Edina. The League's model provided the most <br />help and has been updated fairly recently. Many surrounding cities have not yet updated their <br />ordinances to match the League. <br />Recommended Actions: <br />Replace the current Solicitors & Peddlers Ordinance with the amended version to reflect the <br />proposed changes listed above and included in the attached ordinance. <br />
