MINUTES <br />PLANNING COMMISSION <br />APRIL 12, 2007 <br />Road and Arcade Street. Van Allen stated that a lot of water flows through <br />this area, and felt that additional roofs and pavement raise water quality <br />concerns. <br />Barraclough noted that this is a concept review, and noted that there are a <br />variety of ways to extend the temporary cul-de-sac shown on the plan. <br />Barraclough noted that the temporary cul-de-sac to the west could end up a <br />"U" shape connecting back to LaBore Road. <br />Pat Johnson, LaBore Road, indicated that he is proposing the development <br />of his 11 '/4 acre site with six new single-family lots. Johnson felt the large <br />lots he is proposing are more in character with the area. Johnson indicated <br />that the area is wet and a lot of natm•al springs exist. Johnson felt the <br />proposed cul-de-sac was too long, and the developer should have to stay <br />with the 500 foot maximum. If further development occurs causing the <br />need for road connections, then the cul-de-sac could be extended and the <br />road connections completed. Johnson noted that the longer cul-de-sac will <br />result in the removal of a great many trees. <br />Duray noted that three of the proposed lots are located in Maplewood, and <br />asked how run-off would be handled. Soby noted that the development will <br />have to comply with the Watershed District's requirements. He pointed out <br />that the development cannot increase the run-off in the area. <br />Soby noted that when the City recommended that road connections be <br />provided to the east and west, he indicated that the layout of the proposal <br />would likely change and the street would become longer. Soby indicated <br />that the cul-de-sac length is measured from the point where the future road <br />connections will be made. This measurement does not exceed the 500 foot <br />cul-de-sac maximum. Soby indicated that he would not be requesting a <br />Variance for cul-de-sac length given that the measurement is taken at the <br />future road connection. Soby pointed out that the concept meets all the <br />City's Codes. He indicated that the density may be higher than presently <br />exists, but noted that this will change as this area develops. Soby also <br />pointed out that most of the large tracts of land he has developed were <br />purchased from the children of the original owners. Soby stated that he also <br />understands that the engineering and drainage have to be worked out, and <br />that the plans could change based on this. <br />Duray acknowledged that the City asked for the road connections to the east <br />and south. However, his vision was that the number of lots would be kept <br />at around 12 with a cul-de-sac length at approximately 500 feet in from <br />LaBore Road. <br />Socha stated that she agreed with the neighbors that the cul-de-sac should <br />be limited to 500 feet in from LaBore Road.
