MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 8, 2007 <br />*Compliance with the recommendations of the City Planner as outlined in <br />his November 2, 2007 report; <br />*Adoption of the Findings of Fact in support of the Variance for cul-de-sac <br />length as outlined in the City Planner's November 2, 2007 report; <br />*Redesign of the cul-de-sac length to increase the length of the street by 40 <br />feet as recommended by the City Planner; <br />*Limitation of building pad size to a 71 foot width; <br />*Compliance with the recommendations of the City Engineer as outlined in <br />his reports dated October 5, 2007 and November 2, 2007. <br />*Compliance with the Watershed District's recommendations; <br />Motion seconded by Knudsen. <br />Motion carried 7 - 0. <br />TEXT Jill Andert appeared before the Planning Commission requesting approval <br />AMENDMENT of a Text Amendment to the Zoning Code increasing the total number of <br />&PUD massage therapy principle businesses allowed in the General Business <br />PERMIT District and the PUD District from one to two. Andert also requested a <br />MASSAGE PUD Permit to allow her to then operate a massage therapy business. <br />THERAPY - Andert noted that she plans to open a shop in the Thunder Bay Plaza that <br />THUNDER would combine natural soap making and sales with massage therapy. The <br />BAY PLAZA - shop would be in the space formerly occupied by a flower shop. The cooler <br />JILL ANDERT area would be converted into a massage therapy room. <br />Knudsen asked if the retail component of the business would be available to <br />walk-in customers and the massage therapy component would be customers <br />by appointment only. Andert replied that that was correct. <br />Knudsen asked how many employees would work at this business. Andert <br />estimated that in addition to herself, she would have one or two retail clerks <br />and perhaps one additional massage therapist. She noted that she is <br />bringing eight massage therapist clients with her. Again the massage <br />therapy room would be the former cooler area of the flower shop. There <br />would be one massage therapy table in that room. Therefore, only one <br />massage therapist working at a time. <br />Knudsen asked about parking. The City Planner indicated that there is <br />adequate parking at this site. <br />-6- <br />
