This comment letter addresses matters of concern to Minnesota Pollution <br />Control Agency (MPCA) staff reviewing the EAW and is submitted for consideration by the city of Little <br />Canada, the Responsible Governmental Unit, in deciding whether an Environmental Impact Statement <br />(EIS) should be prepared on the project. <br />It does not constitute approval by the MPCA of any or all elements of the project for the purpose of <br />pending or future permit action(s) by the MPCA. We have attempted to identify and consult with <br />interested program staff to identify the MPCA permits that may be required. Additional comments or <br />requests for information may be submitted in the future to address specific issues related to the <br />development of such permit(s). Ultimately, it is the responsibility of the project proposer to secure any <br />required permits and to comply with any requisite permit conditions. <br />Please review and consider the following comments: <br />General Questions <br />• Maximum flow is projected to be 60,000 gallons per day. What is the average flow? <br />• How was the flow determined? Please discuss the capacity in the city and regional systems. Do the city of Little Canada <br />and the MCES Metro Plant have available capacity to receive this discharge? <br />Item 8. Permits and approvals required <br />As stated in the document, a sewer extension permit is required. <br />Item 14. Water-related land use management district <br />The document indicates that the delineated wetlands on the site will not be impacted on the site. Please <br />clarify why item 8 indicates that a city of Little Canada wetland permit will be required. <br />Item 17. Water Quality: surface water nznoff <br />The document indicates that the ultimate discharge point for (treated) storm water will be Lake Gervais. <br />The EAW should also identify that Lake Gervais is on the MPCA 305d Impaired Waters List for mercury <br />contamination.
