Banners may not be used solely for general advertising of a business name or product. Banners and pennants shall be maintained in an aesthetically pleasing manner and shall be free of tears, fraying, or fading when viewed from the public right-of--way. Banners must be affixed to the building or mounted between the poles of an existing, double-post pylon sign securely affixed by all four corners. In the case of pennants, they must also be affixed to the building or a pylon sign and secured by both ends.
