City of Little Canada, Minnesota <br />Ordinance <br />AN ORDINANCE AMENDING CHAPTER 902 OF THE LITTLE CANADA CITY <br />CODE, KNOWN AS THE ZONING ORDINANCE, BY PROVIDING FOR CHANGES TO <br />CERTAIN DEFINITIONS RELATING TO SIGNS. <br />The City Council of the City of Little Canada hereby ordains: <br />Section 1. <br />Section 902.O10.A. 169. is hereby deleted. <br />Section 2. <br />Section 902.O10.A.84. is hereby amended to read as follows: <br />84. a. Hardship. A situation where property in question <br />cannot be put to a reasonable use under the conditions <br />allowed by the official controls; the plight of the <br />landowner is due to circumstances unique to his property, <br />not created by the landowner; and the variance, if granted, <br />will not alter the essential character of the locality. <br />Economic considerations alone shall not constitute a <br />hardship if a reasonable use for the property exists under <br />terms of the official controls. <br />84. b. Holiday Display. A display of lights or messages <br />which relate to a specific holiday period. Such displays <br />shall not be considered to be "signs" for the purposes of <br />this ordinance, provided that they comply with the <br />requirements of Section 903.110.B.1.e. and other applicable <br />provisions. <br />Section 3. <br />Section 902.O10.A. is hereby amended to add the following: <br />169. a. Sign - Dynamic. A sign which, through movement, <br />whether mechanical, electronic, or otherwise, creates an <br />impression of a changing message to the viewer. <br />169. b. Sign - Electronic. A sign in which the message, <br />whether text or graphics, is generated through the use of <br />electronic lights or clusters of lights. Electronic Signs <br />shall not be construed to include signs in which the <br />message is only illuminated by electric lighting. <br />
