MINUTES <br />CITY COUNCIL <br />APRIL 23, 2008 <br />McGraw noted that semi-trailers are used for transporting goods and <br />materials, containers are used for storage. McGraw stated that while he <br />does not like storage containers, he felt they were preferable to having <br />parts stored on the ground. Allan indicated that if the City allows the use <br />of container and trailer storage, there will never be any buildings <br />consh~ucted. Allan also felt that these containers and trailers seem to <br />multiply. <br />Keis pointed out that properties would be limited to a maximum of 60% of <br />their yard area in outdoor storage, and could fill their outdoor storage area <br />with containers and/or trailers. Montour indicated that the City could look <br />at individual CUP requests and determine the maximum number of <br />containers and/or trailers a property could have. He did not feel a property <br />owner should assume that they could fill their outdoor storage area with <br />these devices. Montour expressed concern about the storage of hazardous <br />materials within the containers/trailers. Blesener and McGraw noted that <br />this type of storage would be prohibited. The Planner suggested that this <br />be specifically clarified in the ordinance. McGraw noted the Deputy Fire <br />Marshal's April 18°i report on this issue. <br />Stanke reported on some code enforcement issues he noted in residential <br />neighborhoods in the City. The City Administrator pointed out that <br />residential code enforcement is different given that residential properties <br />do not have conditional use permits. Properties with CUPS have agreed- <br />to-standards. In the case of Ryan Industrial Park, most of the CUP <br />agreements are not being followed. He also pointed out that the City's <br />code enforcement is generally complaint-based. The Administrator noted <br />that he has discussed these code enforcement issues with Mr. Stanke and <br />has directed the Code Enforcement Office and Fire Marshal to follow up <br />on them. <br />Blesener made the following modification suggestions for the draft <br />ordinance: <br />914.045.A.3. Eliminate I-P District. Clarify that the business <br />owner/operator must occupy greater than 50% of his/her building. <br />Blesener stated that he wanted to ensure that the owner/operator <br />was not just a business leasing a small amount of office space, and <br />was a major business within the City. <br />914.045.A.5. Eliminate this provision. This would give R & S <br />the same opportunity to lease outdoor storage space as property <br />owners in Ryan Industrial Park. <br />914.045.A.8. Annual renewal of the interim use permit. <br />Allan stated that she supported the Auto Salvage License as well as the <br />60% outdoor storage maximum.
