MINUTES <br />CITY COUNCIL <br />APRIL 23, 2008 <br />McGraw asked Rossow who he would feel comfortable with defining the <br />term quality business. McGraw noted that this definition would be <br />difficult to pin down so that both the City and I-1 property owners would <br />be in agreement with this definition. Rossow indicated that Quality <br />Contracting is a quality business. <br />Rossow felt that there were only two properties that had the potential to <br />rent outdoor storage area to other I-1 property owners. These properties <br />were his and the Valor property. Rossow noted that by utilizing 1/3 of his <br />property for an off-site outdoor storage user, he can conh•ol what is going <br />on on his property. Rossow reported that the fencing he is putting up on <br />his lot will also provide him control. <br />The City Attorney noted that with regard to the discussion of a quality <br />business, the City does not legislate by quality. The City legislates by <br />good corporate business citizens that abide by the ordinances of the City. <br />The Attorney noted that every individual and business is welcomed in the <br />City and there are no class distinctions made. <br />Montour noted that when St. Jude Medical wanted to expand its business, <br />it went to the School District and purchased adjoining property. Montour <br />suggested that if Quality Contracting has expansion needs, that business <br />should purchase additional land rather than rent it. Rossow noted that <br />whether Quality Contracting purchases or rents adjacent land, the outcome <br />is the same. The proposal before the Council relative to the off-site <br />outdoor storage just adjusts the ordinance to allow the renting of off-site <br />storage area. <br />Montour also noted that there are good neighborhoods and not so good <br />neighborhoods. He pointed out that most neighborhoods will police <br />themselves, with neighbors working together. Montour suggested that <br />Ryan Industrial Park owners should work together to police their <br />neighborhood and make it an area that the City can be proud o£ He noted <br />that the City is trying to redevelop the area around Ryan Industrial Park, <br />and its current condition makes that more difficult to do. Allan also noted <br />that with the freeway project, Ryan Industrial Park has become more <br />visible. <br />Blesener noted that the ordinance contains a provision that in order to <br />qualify for off-site outdoor storage, both properties must be in compliance <br />with the Codes. Blesener pointed out that this may require upgrades to <br />both properties, citing screening upgrades as an example. The Planner <br />also noted that all outdoor storage on a property will still be subject to the <br />60% maximum, noting that building area, required parking, landscaping <br />areas, required setbacks, etc. will be utilized in determining the amount of <br />outdoor storage that each individual property will be entitled to. <br />
