MINUTES
CITY COUNCIL
OCTOBER 11, ?000
Scalze felt that this was more than a park and recreation issue, and pointed
out that there are other streets such as Keller Parkway where on-street
parking is banned because of the wider shoulder for bikers and walkers.
Morelan agreed that the Council did not solicit a great deal of public input
when it made its decision to post streets with wider shoulders as no
parking. However, this issue was discussed at neighborhood meetings
when the improvements were being considered.
Fahey suggested that given the heavy bike and pedestrian traffic on Keller
Parkway, there might be more reason to post this area as no parking.
Scalze pointed out that bikers and walkers couldn't go around the lake
without using County Road B-2.
Fahey stated that he would be interested in seeing what other cities do, and
asked that staff survey surrounding cities to determine their policies. He
again suggested that the matter then be referred to the Parks & Recreation
Commission for a recommendation. Fahey suggested that there might be
factors unique to neighborhoods that would effect the City's decision
whether or not to post both side of the street as no parking. These factors
could be the character and age of the neighborhood as well as the
availability ofoff-street parking.
Ntelanie Maug, Arcade Street resident, commented on her surprise to find
her street posted as no parking. Nlaug felt there should have been some
discussion with the property owners along the street and suggested thai
there must be a compromise solution that could be reached. Nlaug felt the
biggest safety issue was the tragic speed, not parked cars.
Scalze pointed out that the City had discussions with all the property
owners along Arcade Street in planning for the street improvement.
Ntr. Fahey introduced the following resolution and moved its adoption:
RESOI_ UTION :VO. 3000-IO-244 - REDUESTING TH.1T THE PARKS
& RECRE.4TICN CONl1bIISSION IL`~VIEW TIIL' CITY'S POLICY OF
POSTING STREETS WITH WIDER SHOULDERS FOR BIKING
:71VD W-ILKING:dSiJOfPIZICITJG,.4ND /1J.STRiiCTINGCiTI
ST.1FF TO CUNT,ICT NEIGHI30RING CITIES TO DETERMINE
TFIEIR POLIC.'E.S FOR POSTING ST.'ZEETS
The foregoing resolution was duly seconded by LuValle.
ryes (5) Faitey, i/aValle, Pedersen, Scalze, :~Ioreian.
Mays (0).
