MINUTES <br />CITY COUNCIL <br />JUNE 22, 2015 <br />20 feet in length or 60 feet in length, the median deterred the running of <br />gates. <br />Torkelson asked if there would be any modifications to the equipment <br />building near the Demont railroad crossing. McKenzie indicated that the <br />equipment building may be changed out, but would still exist. Torkelson <br />reported that he has talked to residents in the County Road B-2 area and <br />no one expressed concern about the installation of crossing gates or <br />medians. <br />Montour noted the 60 -day review period that the railroad, FRA, MN DOT, <br />and the County will have, and asked what the next step would be if any of <br />these agencies does not agree with the City's crossing improvement plan. <br />McKenzie indicated that these agencies can comment, but the City has the <br />final decision as long as the proposed improvements meet the minimum <br />safety ratings. McKenzie indicated that the FRA in Washington goes <br />strictly by those rating numbers. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-6-125 — RATIFYING THE <br />RECOMMENDATION OF STAFF TO INSTALL FOUR -GATED <br />SIGNALS AT THE WOODLYN AVENUE RAILROAD CROSSING <br />AND MEDIANS AT THE COUNTY ROAD B-2 RAILROAD <br />CROSSING AND AUTHORIZING THE SUBMITTAL OFA 60 DAY <br />QUIET ZONE NOTICE TO MN DOT, RAMSEY COUNTY, THE <br />FEDERAL RAILROAD ADMINISTRATION, AND CANADIAN <br />PACIFIC RAIL AS REQUIRED UNDER THE QUIET ZONE <br />ESTABLISHMENT PROCESS <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />CONSENT The City Clerk recommended that the recertification of deferred <br />AGENDA assessment for 132 Demont Avenue, Unit 139 be removed from the <br />consent agenda and no action taken on this matter at this time. The Clerk <br />indicated that the property owner has indicated that she will discontinue <br />the rental of this property, and due to her financial situation is requesting <br />that the City not proceed with the reassessment. The Clerk indicated that <br />staff will continue to monitor this situation. <br />Montour introduced the following resolution and moved its adoption: <br />5 <br />
