MINUTES <br />CITY COUNCIL <br />JUNE 22, 2015 <br />been successful in controlling the deer population in the City, while not <br />eradicating deer for the City. He noted that in 2014 the City set a limit of <br />ten deer to be taken, but the hunt resulted in six deer taken. He also noted <br />that because of the lack of snow cover this past winter, the County was <br />unable to update deer counts. It is hoped that a count can be obtained <br />during the upcoming winter. The Administrator reported that the deer <br />population will continue to be monitored and at some point in the future, <br />control efforts will likely be needed again. <br />Montour asked about hunts by individual property owners. The <br />Administrator reported that he informed these property owners of his <br />recommendation, which would include no hunting on private property by <br />the property owner this year. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-6-128 — RATIFYING CITY STAFF'S <br />RECOMMENDATION OF THE 2015 DEER MANAGEMENT PLAN <br />WHICH IS THAT NO DEER CONTROL HUNT WILL OCCUR <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />VETERANS The City Administrator reported that last year the City was successful in <br />MEMORIAL its application for a State of Minnesota Legacy Fund Grant in the amount <br />PROJECT of $9,900 for the Veterans Memorial Project. These funds were not <br />applied to the Phase I portion of the project due to the way the project <br />progressed and the expenditure requirements that needed to be met. <br />The Administrator indicated that the Veterans Committee is working on <br />the Phase II project which will consist of a freedom wall, trails, war dog <br />memorial, and additional bench pads. He indicated that the estimated <br />budget for Phase II is $68,800 and given the fundraising efforts to date, <br />the City could be responsible for $17,900 of project costs. The <br />Administrator indicated that Q3 has committed $30,000 toward Phase II. <br />The Administrator indicated that in order to move forward with Phase II, a <br />grading plan and design services are needed. Staff is recommending that <br />the grant funds be applied toward those costs. He noted that the City <br />Engineer submitted a quote for creation of a grading plan at a cost not to <br />exceed $4,000. Only one quote was needed to qualify for grant funding <br />since the cost is under $5,000. The Administrator reported that three <br />quotes were received for Phase II design services, the low quote from <br />Loucks Associates at a price not to exceed $7,500.
