MINUTES <br />CITY COUNCIL <br />JUNE 22, 2015 <br />CELL TOWER <br />LEASE — <br />CROWN <br />CASTLE <br />2015 <br />PERFORMANCE <br />MEASUREMENT <br />PROGRAM <br />SUMMER <br />INTERN <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator noted that when the City purchased the former <br />Donovan Construction site at 53 South Owasso Blvd., it also purchased <br />the existing cell tower lease. The Administrator reported that City staff <br />has been negotiating with Crown Castle for the last number of months on <br />the cell tower lease given they would like additional land at the site to <br />allow for the construction of a generator. The City has also been working <br />with the consultant Steel In The Air relative to the value of either a direct <br />lease purchase or the extension of the current lease. The Administrator <br />indicated that based on the status of his conversations with Steel In The <br />Air as well as Crown Castle, he will bring this issue back to the Council at <br />their July 8th meeting with a formal recommendation. <br />The Administrator reported that in order to qualify for the State Auditor's <br />2015 Performance Aid, the City is required to measure at least 10 <br />performance measures and a system to use this information to help plan, <br />budget, manage and evaluate programs and processes for optimal future <br />outcomes. The Administrator noted that the City utilizes the League of <br />MN Cities survey monkey site to conduct a survey of these performance <br />measures. Promotion of this survey occurs on the City's web site. He <br />noted that participation has been somewhat limited, however. The aid <br />received for participation in the program is approximately $.14 per capita. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-6-133 — DECLARING THE CITY'S <br />PARTICIPATION IN THE OFFICE OF THE STATE AUDITOR'S <br />2015 PERFORMANCE MEASUREMENT PROGRAM <br />The foregoing resolution was duly seconded by Torkelson. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Mayor Keis welcomed the City's summer intern, Anna Leibel. He noted <br />that Ms. Leibel is a student at St. Cloud State University and has future <br />aspirations of being a city manager. Ms. Leibel will be assisting the City <br />with updates of some ordinances over the summer months. <br />9 <br />
