MINUTES
Parks & Recreation Commission
October 6, 2005
understanding that the Commission should give Decision Resources an idea of what kind of
information is desired and then Decision Resources will write the questions to obtain that
information. The Director stated that another workshop will be held to discuss the questions
once Decision Resources has written them. However, this topic will probably not be presented
to the full Commission for their comments again.
Steinert was concerned about the length of the survey. He felt that parents with children are too
busy to take 45 minutes out of their night to answer the questions. Therefore, their opinions will
not be represented. Broten stated that the survey will reveal the family make-ups of those
surveyed.
The Commission reviewed each question and had the following comments:
Question #I -Leave this question as is.
Question #2 -Leave this question as is.
Questious #3, #.S, #6 -Try to combine these questions together, asking about one park at a
time.
Question #4 -Get more specific with this question, asking about the condition, continuity,
aesthetic quality, accessibility, and maintenance of the trails.
Question #7 -Ask if people are in favor of a skateboard park for the kids in the community,
not if their family would use it. Ask if a Frisbee disc golf facility would be of interest. Ask
if they'd like to see any other recreational services provided.
PARK LAND The Director commented that the park land dedication ordinance cannot be changed as
DEDICATION previously discussed. Upon further investigation, the City Attorney discovered that State law
requires that a subdivision be part of a commercial property development in order to trigger the
requirements of a park charge.
DIRECTOR'S The Director reported on the following items:
REPORT
The warning track for the four fields at Pioneer Park will be installed this fall. Peterson
Landscaping will be installing two and Southview will install the other two. Southview's
price is about $3,000 more than Peterson's. Peterson had quoted two fields for installation
in 2004, but the weather prohibited it from happening at that time. As a result of this
project, a large amount of clean fill will be available. The contractors are looking for
someone who is interested in the fill. The city does not have a need for it.
MN Department of Corrections crew finished up painting the fire hydrants in September.
They have also washed the concessions building at Pioneer Park, helped with storm clean-
up, and repaired fences. This fall, one of their projects will be repairing/rebuildingthe
retaining wall by the park shop.
All three of the 55 Alive Driving Classes are full.
