MINUTES <br />CITY COUNCIL <br />APRIL 28, 2008 <br />Option 1 -reconstruction of Condit from South Owasso Blvd. to Nadeau <br />Road to a rural section, close to its current location with the west street <br />edge to match the existing edge in areas where necessary for tree <br />protection. 24-foot width, no storm sewer, installation of rainwater <br />gardens for storm water treatment as required by Watershed. <br />Option 2 -mill existing bituminous to recycled Class V, then pave with 3 <br />inches of bituminous. Street would be raised by 3 to 4 inches. No storm <br />sewer improvements, drainage problems may remain or possibly move. <br />The City Engineer then reviewed the City's street assessment policy <br />noting that both options would involve the assessment of 100% of costs to <br />adjacent property owners. Assessment rates are subject to bid prices. The <br />City's assessment cap would not come into play. The Engineer then noted <br />that commercial properties would be assessed at twice the rate of <br />residential properties. Commercial properties with no access to Condit <br />would be assessed at the residential rate. Estimated assessment rates are <br />as follows: <br />Option 1 - Residential Rate = $51.51 per foot <br />Commercial Rate = $103.02 per foot <br />Option 2 - Residential Rate = $27.66 per foot <br />Commercial Rate = $55.31 per foot <br />The Engineer then reviewed the proposed assessment rolls for each option. <br />With regard to the existing power poles, the Engineer reported that the <br />power poles would have to be moved if an urban section were constructed. <br />Xcel has estimated the cost of burying the power poles versus moving <br />them at an additional $29,000. Power poles would remain in each yard to <br />provide overhead service to homes. If those services are buried, the <br />estimated cost is $395 per lot plus $9.25 per foot. Homeowners would <br />also have to hire an electrician to change out the electrical service box. <br />Blesener asked the assessable cost under the urban reconstruction. The <br />Engineer indicated that the Residential Rate is $57.97 per foot and the <br />Commercial Rate is $118.18 per foot. <br />Blesener asked if power poles would have to be relocated under the mill <br />and overlay option. The Engineer reported that they would not require <br />burying as long as the street is replaced close to its present location. The <br />Engineer noted that under the urban replacement previously considered, <br />the street would have been centered within the right-of--way to provide <br />snow storage area on either side of the street as well as additional room for <br />
