iVIINUTES OF TIIE SPECIAL MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br />MAY 28, 2003 <br />Pursuant to due call and notice thereof a special meeting of the Planning <br />Commission of Little Canada, Minnesota was held on the 28th day of <br />May, 2003 in the Council Chambers of the City Center located at S I S <br />Little Canada Road in said City. <br />Chair John I{eis called the meeting to order at 6:30 p. m. and <br />the following members of the Planning Commission were present at roll <br />call: <br />PLANNING COMMISSION <br />Mr. John I{eis <br />Mr. Tom Duray <br />Mr. Dan I{nudsen <br />Mr. Tom Roycraft <br />Mi. Tom Wojcik <br />ABShNT: <br />ALSO PRESENT: <br />Mr. Scott Barraclough <br />Ms. Kathy Weihe <br />Mr. Steve Grittman, City Planner <br />Mr. Joel Hanson, City Administrator <br />Ms. Kathy Glanzer, Deputy Clerk <br />PRELIMINARY Mr. Rob Carlson and Mr. Kris I{rengel appeared before the Commission <br />& FINAL PLAT requesting Preliminary & Final Plat approval for I-Iamel listates, a single- <br />I~AMEL family lot development proposed in the Twin Lake area consisting of <br />ESTATES seven lots. Carlson began by reviewing the recommendations of the City <br />Planner as outlined in his report dated May 21, 2003. The first <br />recommendation related to the straightening of the lot line between Lots 2 <br />and 3, Block 2. Carlson indicated that the reason that the lot line is jogged <br />is to provide for adequate square footage for both lots as well as provide <br />for ample width at the building line of Lot 2. <br />The Planner indicated that having straight lot lines makes issues such as <br />building permit issuance and plan checks easier from a staff standpoint. <br />Carlson indicated that they could straighten the lot line if that is the desire <br />of the Commission. <br />Carlson expressed concern with recommendation #3 relative to Outlot A. <br />The City Planner indicated that the City's Code does not allow reserve <br />strips such as Outlot A to be platted. The Planner indicated that he can <br />understand the developer's intent in platting Outlot A as a means to <br />provide for and control development of a lot on the adjacent property. <br />The Planner indicated that Outlot A should either be immediately <br />conveyed to the westerly property under the conditions outlined in <br />
