MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 26, 2025 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 26th day of February, 2025 in the Council Chamber of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer, City Council Members Gutierrez, Kwapick, <br />Miller, and Malone. Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Community Development Director Ben <br />Harrington, Assistant City Administrator/Community Relations Manager Laura Linehan, and City <br />Clerk/HR Manager Heidi Heller. <br />STRATEGIC PLANNING BACKGROUND AND DATA REVIEW <br />The Assistant City Administrator explained that as the 5-year strategic plan is expiring, with <br />90.17% of items showing measurable completion, staff has scheduled a strategic planning retreat for <br />February 28 and March 1, 2025 with City Council, staff leadership team and members of the <br />Planning and Parks & Rec Commissions. She gave an overview of the reference documents <br />included in the staff report. <br />The Community Development Director explained that the 2025 Litle Canada housing study was the <br />first ever comprehensive study done for Little Canada, and it provides data on demographics, <br />housing stock, affordability, and market conditions to support future planning and decision making. <br />He reviewed the key findings from the study. <br />The Assistant City Administrator/Community Relations Manager reviewed the Community <br />Inclusion final report. She explained that this report was compiled based on meetings with the <br />Inclusion Team that met over the past year, 74 responses to a city-wide inclusion survey, 17 <br />individual interviews with businesses, nonprofit, faith and school community members and six <br />sessions with fifth and sixth graders. She reviewed the seven overall themes that emerged from the <br />team meetings, community survey and interviews. She explained that there is now data to help <br />guide decision making around inclusion in the 2025 strategic planning work. <br />There being no further business, the meeting was adjourned at 7:18 p.m. <br />omas Fischer, Mayor <br />to t: <br />Laura Linehan, ing City Administrator <br />
