MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 12, 2025 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 12th day of March, 2025 in the Conference Room in the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer, City Council Members Miller and Malone. <br />Absent: City Council Members Kwapick, Gutierrez <br />ALSO PRESENT: Acting City Administrator Laura Linehan, Finance Director Sam Magureanu, <br />Parks and Recreation Director Steven Anderson and HueLife Representative Richard Fursman. <br />REVIEW 2026 BUDGET PROCESS CALENDAR <br />The Finance Director provided copies of the draft 2026 budget calendar. He explained that the <br />budget calendar is a tool to use as staff and Council move through the fiscal season. He stated that <br />beginning in April, staff starts reviewing and setting the Capital Improvement Plan because it is <br />important to know if there will be a need for a levy. He noted that this year will start with a <br />presentation at a separate workshop on August 20 to provide a preliminary review of the budget. <br />He stated that adoption of the 2026 Preliminary Levy is planned for the September 10 Council <br />meeting and the November 12 Council meeting will have the adoption of the 2026-35 Capital <br />Improvement Plan. <br />The Council noted that this would add workshop. meetings to the 2nd Council meeting of the month <br />for several months. There was Council consensus to approve the 2026 budget calendar. <br />REVIEW CITY ADMINISTRATOR RECRUITMENT PROFILE <br />The Acting City Administrator introduced Richard Fursman from HueLife to present the city <br />administrator recruitment profile. Fursman noted that recruitment starts soon, and a lot of work was <br />put into the profile by city leaders and staff. He explained that it will be advertised on the HueLife <br />website, city website and direct contact to candidates, among other methods. He stated that the <br />recruitment goes until April 11th with candidates being screened in late April. He stated the <br />strongest candidates will have a packet put together on them to be given to the Council and staff. <br />He explained that the finalist selection by the City Council will be on May 7th <br />Fursman noted that May 16 is a chance to meet candidates one on one, followed by a possible open <br />house and the final interviews would occur on May 17. Fischer reviewed what the process was <br />during the previous city administrator recruitment search during the final weekend of candidate <br />interviews. Council and Staff discussed what an open house on May 16 would look like and how it <br />would be setup. <br />Fursman presented the recruitment profile which includes position announcement, information <br />about the city, organizational culture, organizational chart, elected officials, the city administrator <br />
