MINUTES OF THE CLOSED SESSION <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 22, 2025 <br />Pursuant to Minnesota Statute 13D.05, subds. l(d), 3(a) and due call and notice thereof, a closed <br />meeting of the City Council of Little Canada, Minnesota, was convened on October 22nd5 2025, in <br />the Conference Room of the City Center located at 515 Little Canada Road in Little Canada for the <br />purpose of discussing counteroffers to the final written offers for Little Canada Road project <br />easement acquisitions. <br />Acting Mayor Dave Miller called the closed session to order at 8:26 p.m. and the following <br />members of the City Council were present at roll call: <br />ROLL CALL: In attendance were City Council Members Miller, Gutierrez, Malone, and <br />Kwapick. Absent: Mayor Fischer. <br />ALSO PRESENT: City Attorney Amanda Johnson, City Administrator Bryce Shearen, Assistant <br />City Administrator Laura Linehan, Public Works Director Bill Dircks, City Engineer Eric Seaburg, <br />and City Clerk/HR Manager Heidi Heller. <br />CLOSED SESSION TO DISCUSS LAST WRITTEN OFFERS FOR LITTLE CANADA <br />ROAD EASEMENT ACQUISITIONS <br />City Attorney Amanda Johnson led a closed -session discussion about a counteroffer from <br />Porterhouse Steak & Seafood Restaurant at 235 Little Canada Road East. She reported that <br />$215,500 was the last written offer the City Council approved, and Porterhouse countered with <br />$250,000 due to concerns over lost business revenue. She noted that even with this higher amount, <br />funds are still available in the budget, but she expects more counteroffers. She explained that her <br />and city staff recommend accepting this counteroffer. The City Administrator said that Mayor <br />Fischer indicated he prefers not to go higher but is okay with accepting Porterhouse's offer. After <br />much discussion, the Council unanimously agreed to accept Porterhouse Restaurant's counteroffer <br />of $250,000. <br />The City Attorney reported that discussions are ongoing with Tom Cossack regarding the Gordies <br />property at 201 Little Canada Road. The City Attorney stated that Mr. Cossack has not yet decided <br />whether to accept the last written offer amount but was thinking that he may submit a counteroffer. <br />The City Administrator asked whether the Council was comfortable authorizing a price above the <br />last written offer, or if they preferred to hold another meeting if a counteroffer is made.
