MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 14, 2026 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, <br />Minnesota, was convened on the 14th day of January 2026 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, and Miller. <br />Absent: Council Member Gutierrez. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, <br />Community Development Director Ben Harrington, City Engineer Eric Seaburg, City Clerk/HR <br />Manager Heidi Heller, and Finance Director Sam Magureanu. <br />APPROVAL OF MINUTES <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-1-1— APPROVING THE MINUTES OF THE DECEMBER 17, <br />2025, WORKSHOP AND THE DECEMBER 171 2 02 5, REGULAR MEETINGS AS <br />SUBMITTED <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The Assistant City Administrator reminded residents that the first Community Connection series will <br />take place on January 22nd at Little Canada Elementary. She encouraged residents to complete an <br />interest form for the community ambassador program, noting that eight individuals have already signed <br />UP. <br />Mayor Fischer acknowledged the work of the Finance Director, who has done amazing work for the <br />community. He recognized that he had received an opportunity to serve another community and <br />thanked him for the work he had done and the things he had implemented in his time with Little <br />Canada. <br />The Finance Director thanked the mayor for the kind words, commented that it has been great to work <br />with City staff and the City Council. He appreciated the collaboration that had occurred and was proud <br />of the things they were able to accomplish during his time with the city. He commented that Little <br />Canada is a great place to work. <br />PUBLIC COMMENT <br />Christian Torkelson, 2995 Vanderbie Street, commented on his opposition to the tactics and strategies <br />of the federal agents in and around the community. He commented that his opinions are not <br />representative of his employer and are his own. He recognized that cities are in a tough position to <br />
