MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 11, 2026 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 11 th day of February, 2026 in the Conference Room of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer, City Council Members Miller and Kwapick. <br />Absent: Gutierrez and Malone. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura <br />Linehan, City Clerk/HR Manager Heidi Heller, and Ramsey County Undersheriff Jeff Ramacher. <br />UPDATES FROM RAMSEY COUNTY SHERIFF'S OFFICE <br />Jeff Ramacher, Undersheriff with the Ramsey County Sheriff s Department, reported that crime <br />overall in Ramsey County is down 40% since 2022, noting that murders are down 53%, robberies <br />are down 36% and auto theft is down 61%. He discussed a few areas in Little Canada that continue <br />to be more challenging. He stated that they are continuing to work with property and business <br />owners in these areas. <br />Undersheriff Ramacher reported that they have been able to recruit lateral officers from other <br />departments recently, especially now that the salaries have been increased to be competitive with <br />other police departments. He explained that 2025 was a very challenging budget year due to the <br />salary increases in the labor contracts that were finally settled in mid-2025. He stated that 10% of <br />their sworn staff left over the last few years because Ramsey County Sheriff Office's pay was well <br />below all other metro departments. <br />Undersheriff Ramacher stated that the 2025 personnel costs exceeded the budget so each of the <br />contract cities will have an additional lump sum payment. He noted that the traffic officer and one <br />investigator were not filled this year in order to keep the 2026 budget lower. <br />There being no further business, the meeting was adjourned at 7:00 p.m. <br />Thomas Fischer, Mayor <br />Attest: <br />Heidi Hel er, City Clerk <br />
