MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 11, 2026 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the I Ith day of March, 2026 in the Conference Room of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer, City Council Members Miller and Malone. <br />Absent: Kwapick and Gutierrez. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura <br />Linehan, Community Development Director Ben Harrington, and City Clerk/HR Manager Heidi <br />Heller. <br />EDA 301— ECONOMIC DEVELOPMENT AUTHORITY (EDA) GOALS AND <br />OBJECTIVES <br />The Community Development Director explained that at its February 25th workshop, the Council <br />reviewed Understanding Little Canada's Local Economy, which provided an overview of Little <br />Canada's workforce and commuting data, as well as the relationships between land use and property <br />tax. He reported the Council began discussion on its strategic goals and the ways that the EDA <br />should differentiate itself from the work done by the City Council. He noted that city staff has <br />created a draft goals and objectives document that is still rather broad, but with additional <br />conversation staff hopes to continue to make the document more robust and actionable. The <br />Community Development Director stated that additionally, staff has created a Venn diagram <br />representation of desired and/or statutory boundaries of the EDA and Council. <br />The Community Development Director prepared draft strategic goals and questions to reflect <br />themes discussed during the February 25 EDA workshop: <br />1. Proactively Guide Redevelopment in Strategic Areas <br />2. Establish Clear Policies for the Use of EDA Tools and Resources <br />3. Strengthen Relationships with the Business and Development Community <br />4. Strengthen the City's Economic and Tax Base <br />There was Council consensus to: <br />• Identify specific properties or areas as redevelopment priorities <br />• Be notified when potential redevelopment properties become available and determine how <br />involved on a case -by -case basis; potentially more in partnership than as a purchaser <br />• Have city staff engage with property owners and developers about redevelopment interest <br />and opportunities <br />• Consider adopting a formal Tax Increment Financing (TIF) Policy <br />
