MINUTES OF WORKSHOP
COUNCILCITY
LITTLE •
Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada,
Minnesota was convened on the 27t" day of May 2026 in the Conference Room of the City Center
located at 515 Little Canada Road in said City.
Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the
City Council were present at roll call:
CITY COUNCIL: Mayor Fischer, Council Members Kwapick, Malone and Miller. Absent: None.
ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura
Linehan, City Clerk/HR Manager Heidi Heller and Nick Schwalbach.
• ! =
The Assistant City Administrator explained that the lists of comparable cities being chosen will
be used for any type of compensation reviews and surveys, and also for other department -
specific topics when looking at what other cities do. She noted that creating these Council -
supported lists are in the city's Strategic Plan. She explained that this it is preferable to use the
same list of cities each time when comparing compensation, including benefits, although noted
that the list should be reviewed and potentially updated every few years as some cities may
become less similar to Little Canada as change and growth occurs. She reviewed the criteria
used to determine the cities that should be on the comparables lists.
There was Council consensus to support the comparable cities list for compensation uses as
presented.
The Assistant City Administrator explained that there are also city lists created for other reasons:
Finance, Administration, Community Development, Public Works and Parks.
The Council recommended removing North Oaks from the Finance list and discussed with staff
why Mounds View is not included on the lists. There was Council consensus to move forward
with staff recommendations for the additional department lists.
The Assistant City Administrator stated that staff will internally discuss the questions from
Council and bring the lists back to Council at the June 10 Council meeting for formal approval.
There being no further business, the meeting was adjourned at 7:20 p.m.
oe
Thomas Fischer, Mayor
Attest:
RON IN,
.,
