MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />AUGUST 25, 2014 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 25th day of <br />August, 2014 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 5:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. Rick Montour <br />ABSENT: <br />Council Member Mr. John Keis <br />Council Member Mr. Michael McGraw <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Engineer Mr. Lee Elfering <br />Parks & Rec Director Mr. Jim Morelan <br />First Lady Ms. Grace Blesener <br />City Clerk Ms. Kathy Glanzer <br />REZONING Mayor Blesener opened the Public Hearing to consider the Rezoning of <br />& municipal park property from Single -Family Residential (R-1) District to <br />VARIANCE — Public -Semi -Public (P) District and a Variance to the required setback <br />430 LITTLE to permit the reconstruction of an existing warming house shelter meeting <br />CANADA accessibility requirements at 430 Little Canada Road. Both the City <br />ROAD — Planner and the Planning Commission have recommended approval of <br />CITY OF the Rezoning and the Variance. <br />LITTLE <br />CANADA The City Administrator reviewed the City Planner's report dated August 8, <br />2014 which recommends approval of both the Rezoning and the setback <br />Variance. He noted that the current warming house setback is 9.98 feet <br />and that the Public District requires a 15 foot side yard setback. Given the <br />additional space needed for accessible restrooms, the City is proposing to <br />shift the building slightly east and further south, resulting in an 8.93 side <br />yard setback. The Administrator noted that the warming house could be <br />reconstructed in its same location without need for a Variance due to State <br />Statues dealing with non -conforming uses. Given it is proposed to be <br />located just over 1 foot closer to the property line, a Variance is necessary. <br />It is not possible to move the building closer to the rink since St. Paul <br />
