ECONOMIC DEVELOPMENT ADVISORY COMMITTEE <br />AGENDA ITEM 3B <br />STAFF ORIGINATOR: Michael Grochala <br />EDAC MEETING DATE: March 3, 2016 <br />REQUEST: Distribution Center and Outdoor Storage Requirements <br />BACKGROUND <br />Staff has been contacted regarding construction of a large industrial warehousing/distribution <br />facility along 35E. The facility would be approximately 460,000 square feet with a proposed <br />value of 18 to 22 million dollars. The property is zoned L-I, Light Industrial. Warehouse and <br />distribution facilities are a permitted use in this district. <br />The project will require the construction of 21St Avenue from Commerce Drive to Cedar Street. <br />The proposed project will likely require an amendment to the zoning ordinance to allow for <br />exterior storage of trailers. It is also anticipated that the applicant will request financial <br />assistance in the form of Tax Increment Financing. <br />Exterior Storage <br />The business is proposing have exterior parking areas for semi -trailers. Currently, the zoning <br />ordinance considers trailers as exterior storage. Open and Outdoor storage is allowed as <br />Conditional Use in the L-I District. The current requirements are as follows: <br />Section 1007.120 (9): <br />(e) Open and outdoor storage (not outdoor sales lots) as an accessory use provided that: <br />1. The designated storage area shall comply with all building setback <br />requirements for the district. Outside storage is prohibited between the principal <br />structure and any public right-of-way. <br />2. The storage area is landscaped and screened from view of adjacent <br />uses and public rights -of -way via a fence and greenbelt planting strip, in <br />accordance with § 1007.043 (17)(f) of this Ordinance. <br />3. The entire storage area is fenced and secured in an appropriate <br />manner. <br />4. The storage area is blacktopped or concrete surfaced, unless an <br />alternative wear -resistant material is determined by the City Engineer to be <br />1 <br />
